of oakland. police chief howard jordan has retired citing medical reasons. we'll have more on that in a moment. that announcement delayed the official release of a report on the oakland police department headed up by nationally renowned crime-fighting consultant william bratton. but in a kpix 5 exclusive, reporter da lin got a copy of the report last night. >>> reporter: here's the summary, a six-page document. now, because the police department is understaffed, the consultants are offering recommendations on how to fight crime more effectively. now, the report also spells out the department's shortcomings that led to the current spike in crime. the report found problems with a number of issues, including csis. the consultants say crime scene investigators often work without direct supervision and are disorganized. there are problems with the digital photo file system. officers rarely use it to find robbery suspects because the system, they say, is extremely slow. when officers do collect fingerprints from burglary scenes, not much happens because officers rarely compare those fing

confirmed to ktvu that chief howard jordan is stepping down. according to our sources the chief sent an e-mail to the oakland police department saying he was leaving and sources say it was for medical reasons. in facts apparently we were told the chief told the rank and file he had contacted the city manager, said that he was stepping down for medical reasons and that he would not be coming back. we're told this resignation is effective immediately. chief jordan officially became chief in february of last year. february 2012. mayor qwan appointed him shortly after the previous chief stepped down. there was a contentious situation there as he stepped down. again chief jordan had taken over the police department officially in 2012, appointed by the mayor. and had been through a lot. of course there's the specter of a federal takeover that had been taking over the police department. they had come to sort some of resolution there. we were expecting to hear more about recommendations from a consultant that they hired today. it appears that was cancelled perhaps in the wake of this big new

following some big developments in oakland tonight. you may have heard the police chief howard jordan called it quits today. he resigned, and everybody has been weight for the bratten report that details what oakland is doing wrong and how it should fix things. it's coming out tomorrow. but in a kpix 5 exclusive, our linn got that report tonight. now, what stands out in that report? you looked at it. >> yeah. well, here it is. a six-page document that i obtained not too long ago. it says the police department is understaffed. the consultants are offering recommendations to fight crime more effectively. the report spells out the department's shortcomings that led to the current spike in crime. >> the report found problems with a number of issues, including csis. the consultants say crime scene investigators often work without direct supervision and are disorganized. there are problems with the digital photo file system. officers rarely use it to find robbery suspects because the system they say is extremely slow. when officers do collect fingerprints from burglary scenes, not much happens bec

chief howard jordan announced his stepping down. he made the announcement yesterday's saying is taking a medical retirement. as kron fours j.r. stone reports, the chief leave the oakland police department at a time when the community is struggling with rising crime rates, and not enough officers on the streets. >> howard jordan is out as oakland police chief the third chief to leave in the past four years. leaving city officials in what could be a tough position as a number of crime cases continue to increase. >> according to fbi statistics violent crime rose by 21% in oakland in 2012. robbery rose by 37 percent. rapes by 35 percent and murders by 4%. >> the police department is being overseen by the compliance director tom frazier who reports to a federal judge said in recent months is critical of police supervisors. >> a new chief must be ready to work with frazier and work with what has been called a lack of officers. >> the oakland police department is made up of 641 officers. as of may 8th. 16 officers for every 10,000 people. a number substantially lower than other cities
